(1) Issue of the 3G license:

■ After the directorate general of telecommunications taking the various opinions mentioned before, bring up responses and explanations of related policy, and modify part of the original management. In the early December of 2002, ask for advances on the internet publicly again and receive four copies of comments until the December fifteen.

(3) Management of open MVNO:
■ After finishing the auction of the third generation mobile correspondence license in the February of 2002, disclosure publicly the process of the management of open MVNO. This case has been sending to the transportation ministry of transportation and communication and transferred to the Executive Yuan for verifying in the December of 2002. If this case is approved by the Executive Yuan, the directorate general of telecommunications will continue the afterward revising of the law and accept application after completing all process.

(4) Management of open WLAN:
■ In order to well arrange the internal wireless district network, the directorate general of telecommunications has held several domestic meetings and two public conference inviting people from industry and academy field. According the opinions from different fields, discreetly devise “2.4GHz and 5GHz wireless district network rules.” And try to carry out the rules for one year (to the June of 2003) by the commands of the transportation ministry of transportation and communication. Expect to set a good model in the initial stage for the development of internal WLAN and make it run smoothly in a formal trail. Besides, about broadening the outside public wireless district network dealers, the case will be reviewed before the May of 2003.

(5) Complete the telecom added and revised regulations:
■ The partial telecom law revision is announced and enforced in July tenth. The goal is to accommodate the common sense of economy development council and to speed up telecom wide band network contribution and the composing measures for the administration process.

(6) Transaction of signal energy scanning program:
■ In order to keep the signal in the air in order efficiently, the directorate general of telecommunications positively runs the signal energy scanning program to establish ability to monitor internal signals and keep the order of the whole internal signals. The authority has finish “ off-shore island orientation system broaden case” and “spectrum management system case” and “ wireless spectrum monitor system” has been settled in the end of august of 2002.
■ Eight signal monitor stations have established, other three have been let a contract and started the projects. Set up one station both in north and south area and let the project and start to carry out it. Prearrangement is to finish the project in 2003.

(7) The advance of digitalization of broadcasting the television:
■ Due to the advance of cable broadcast and television system engineering technology, there are fifty-five cable broadcast and television system dealers addressed application for the usage of nineteenth channel and thirty-two cable broadcast and television systems promoted their bandwidth to 750 megahertz and they passed the blue-pencil.
