GSN (Government
Service Network)
To advocate and implement an electronic and
cyber-government, Research Development and Evaluation
Commission Executive Yuan (referred to as we)
builds up a backbone network based on the Internet,
which provides e-mail service, e-catalog, e-new
and various Internet Fundamental Application
services. The network is also used as the base
for governmental organizations to provide services,
administrative processes and professional applications.
We are building an electronic and cyber government
and an informative and intelligent country in
the hopes of elevating the administrative efficiency
and competitiveness.
Goal and course of events
1. Goals:
The purposes of implementing GSN is to contribute
to information integration and sharing, encourage
governmental organizations connecting to the
Internet, and to elevate administration and
efficient services. To fulfill the purposes,
GSN sets its goal as building up a backbone
network and promoting Fundamental Application
services.
■GSN implementation: building up a dedicated
Government Service Network for governmental
organizations. By connecting the Network to
domestic and overseas Internet through security
devices, we can build up a global information
communication environment, which will help exchange
information and elevate administrative efficiency.
■Fundamental Application Service: by building
up a Government Service Network Fundamental
Application Service, we share information and
lower the cost of administration processes.
2. Course of events:
On the 30th January 1997, after the Information
Development Committee of Executive Yuan passed
the plan of “Implementing a Government Service
Network” (which is a sub plan of “Launching
an Digital/Cyber Government”), the Committee
authorized Chunghwa Telecom Co., Ltd., to implement
and manage the plan.
In March 8 1997, we invited many organizations
to discuss the structure and services of the
Network and explain the detail information about
organizations connecting to the Network. In
April, we finished 16 plants and their service
systems and started using the GSN since July
12 1997.
Services and scale
1. GSN implementation:
About GSN implementation, since January 2002,
the devices in Network centers of Taipei, Taichung
and Kaohsiung were changed to SDH (Synchronous
Digital Hierarchy) STM1 (155Mbps), making a
circuit GSN. Other cities and counties were
connected to Network center GSNs with ATM (Asynchronous
Transfer Mode). Penghu, Jinmen and Lianjiang
counties were connected by dedicated digital
Frame Relay.
Taipei, Taichung and Kaohsiung Network centers
were connected with HiNet, ASNet (just Taipei),
TWIX (just Taipei), TANet and SEEDNet (just
Taipei) by ATM. The connections will help the
Network interconnect with domestic and overseas
Internet and build up a Network management system
to provide network monitoring and network operation
and troubleshooting services. For GSN connections
by the end of 2002, please refer to Table 1.

Next Step
■Promoting fundamental network services of governmental
organizations, such as helping unconnected organizations
apply for virtual websites and virtual e-mail
services and helping remote districts to implement
networks.
■Promoting dedicated virtual networks, video-conferencing
and VoIP.
■Encouraging organizations to register Chinese
and English domain names.
■Improve 24-hour services to connected organizations,
such as providing Customer Services Center (Phone:
0800-080-612), voice service; GSN portal website
and information updates; organization circuit
bandwidth traffic, applying process and troubleshooting
for connections; website management and web
security community services.
The purpose of promoting the infrastructure
of national information communication is to
accelerate the implementation of broadband connection,
build up an interconnected environment, build
a secure mechanism, popularize fundamental network
education, elevate technical research, and expand
international cooperation. We are building a
well-constructed platform in the hope of building
an electronic government and industry and a
connected society.
The development of the Internet has gone to
a fiber connection stage, with various functions
and technologies. GSN is going to import new
technologies in the face of the development
of the Internet. GSN will also develop new functions
to improve the quality of services of the electronic
government.
