TWIX

Taiwan Network Information Center (TWNIC) established the “Network Interconnection Promotion Team” in January of 1997, and planned to set up the network exchange center. In view of the same objective of both parties, Chung Hwa Telecom proposed a business plan to the Taiwan Internet eXchange (TWIX) in April of the same year, and planned to let Chung Hwa Telecom be responsible for the construction and maintenance, and the TWNIC will give advise and assistance. After the effort of half a year, TWNIC finally completed the construction by November 26, 1997, and started providing services. On January 25, 2002, the “Thirteenth TWNIC IP Address and Network Protocol Commission has passed the examination of the IX certification.

At the early stage when TWIX established an exchange center, an ISP only needs to meet the following qualifications for filling an application for connection:
■An ISP possessing the license of Type II Telecommunication Business issued by the Directorate General of Telecommunications of the Ministry of Transportation and Communications or the network with special permit issued by the Ministry of Transportation and Communications.
■Possessing a legal IP Address (including the NIC authorized ISP release) that can file an application for directly to the NIC
■Possessing a legal AS Number that can directly file application to the NIC.
■After TWIX has constructed several network exchange centers, the ISP should have the backbone network between the network exchange centers if an application for connecting two or more exchange centers is filed.

After the ISP’s application for connection is approved, the connection operation should be carried out according to the following technical requirements:
■The ISP should apply for the DS1, DS3, STM-1, or STM-4 modem lines to be connected to the TWIX。
■TWIX provides the way of connecting the Ethernet Switch, and gets the router at TWIX end ready for connecting to the ISP of the E/S.
■The Ethernet Switch interface connected with the TWIX could be the 100BaseT/1000Base-SX.
■The routing communication protocol should be BGP-4.
