An Introduction to the Technology
Laws Center of Institute of Information Industry |
The association was officially founded in August 15,
1947, and was approved for incorporation on August 25 the same year.
In the past decades, the association has proactively participated
in social charity and reform under the acute innovation of former
President Lin Min-Sheng, and the hearty effort of president in each
term. The enthusiastic effort of our members could be found in social
and public domain like the constitutional system, judiciary, human
right, intellectual property rights, environmental protection, consumer
protection and women issues. This enabled Taipei Bar Association plays
the role of catalyst in the profound change of the Taiwan society.
In addition, the association has also actively taken part in the exchange
visit by fellow lawyers from other countries, and joined international
organizations for the legal profession in order to broaden our horizon
in the international world. 
For daily administrative affairs, the Council of the association has
a secretariat responsible for routine administrative affairs. In addition,
the association also has a committee for the settlement of dispute
over Domain Names to assist the TWNIC to settle relevant disputes.
Many of our members involved with the settlement of disputes over
intellectual property rights, e-commerce, and IT. They also actively
participate in the legislative process. Furthermore, many of them
hold the status as arbitrators, and they experienced in assisting
the clients to settle the disputes. Hence, they earn the trust from
the opposite sides of the disputes.

For integrating legal and technological resources in
research, and assisting the industries to enhance their competitive
power internationally, the III has established a “Research Team on
Information Laws” in one of its functional unit, the MIC. The team
was expanded to the “Technology Laws Center” on March 1, 1996.
The Technology Laws Center performs the staff function for the III
in legal and patent affairs. In addition, it also dedicates as the
databank on technology laws to assist the government in integrating
technology related legal rules and the technology industry to adapt
to new legal environment. This could help our country to build up
a bona fide legal environment for technological development. 
We perform the following functions:
l Perform staff function for the government on legal matters in technology.
l Assist the enterprises to promote legal education among them.
l Assist the enterprises to adapt to the change in legal environment.
l Perform staff function for the III on legal and patent affairs.

The Technology Laws Center of the III has long been experienced and
expertise in Internet related legal rules. It has been highly acclaimed
by the government, academic circle and the industry of our country.

Basic construction in information technology and related policies
and legal rules. 
Internet related policies and legal rules.
E-commerce related policies and legal rules.
In addition, the center has regular publications like the “Technology
and Law in Perspective,” “Intellectual Property Right Management Quarterly,”
and “ Intellectual Property Right Monthly.” They are prestigious publications
in the laws on intellectual property rights and on technology in the
